be of great use. I should, however, like your views first, parti- cularly in view of your proposals in your letter of 4th November addressed to Bryan and myself.

In conclusion, I recommend that those with over 25 years service or over 45 years of age should be pensioned off and that relief loans bearing some fixed relation to former salarios should be granted where necessary to the less senior officers.
